Maharashtra में MPSC यानी Maharashtra Public Service Commission को लेकर चल रहा विवाद अब सिर्फ एक examination controversy नहीं रह गया है। Alleged paper leak, exams के postponement, answer sheets की re-evaluation और Pune में aspirants के लंबे protest ने पूरे recruitment system की credibility पर सवाल खड़े कर दिए हैं।
October 2026 में मामला और गंभीर हो गया, जब Maharashtra government ने MPSC examinations में alleged irregularities और paper leaks की जांच के लिए high-level inquiry process शुरू किया। MPSC Chairman Vivek Bhimanwar को inquiry पूरी होने तक leave पर भेजा गया, जबकि senior IAS officer Tukaram Mundhe को inquiry panel का secretary बनाया गया।
अब सबसे बड़ा सवाल यही है:
क्या Maharashtra का competitive examination system students का भरोसा वापस हासिल कर पाएगा?
विवाद की शुरुआत कैसे हुई?
MPSC controversy की सबसे बड़ी वजह Drug Inspector recruitment examination में alleged question paper leak है।
March 2026 में आयोजित इस examination के paper को लेकर allegations सामने आए। बाद में Mumbai Crime Branch ने मामले की जांच शुरू की और MPSC ने Drug Inspector recruitment process को cancel कर दिया। Investigation में कथित तौर पर leaked paper के circulation से जुड़े लोगों की भूमिका की जांच की गई।
इस मामले का असर सिर्फ उस एक examination तक सीमित नहीं रहा।
Aspirants ने MPSC की overall examination process, transparency और recruitment management को लेकर भी सवाल उठाने शुरू कर दिए।
यही असंतोष धीरे-धीरे बड़े student movement में बदल गया।
State Services Main Exam भी हुआ Postpone
विवाद के बीच MPSC ने State Services Main Examination 2026 को postpone कर दिया।
यह examination 3 October 2026 से शुरू होने वाली थी। Commission ने State Services के साथ Maharashtra Civil Engineering Main Examination 2026 और Group-B Non-Gazetted Main Examination को भी defer किया। Revised dates अलग से announce की जानी थीं।
MPSC ने यह फैसला students, parents, student organisations और elected representatives से मिली representations के बाद लिया।
Commission ने 2025 State Services Main Examination की answer sheets को भी re-evaluate करने का निर्णय लिया।
यानी controversy अब सिर्फ paper leak तक सीमित नहीं थी।
Exam conduct से लेकर evaluation process तक पूरी system की credibility सवालों में आ गई।
Pune में क्यों हुआ बड़ा Student Protest?
September और October 2026 में Pune MPSC aspirants के protest का major centre बन गया।
Students की मांग थी कि alleged paper leaks और examination irregularities की transparent investigation हो, जिम्मेदार लोगों पर action लिया जाए और recruitment process को predictable तथा fair बनाया जाए।
Indian Express के अनुसार aspirants का protest करीब 11 दिनों तक चला और students ने MPSC Chairman Vivek Bhimanwar की accountability तथा resignation की मांग की।
इस दौरान protest को लेकर police action और FIRs का मुद्दा भी सामने आया। इससे controversy का political dimension और मजबूत हुआ।
अब मामला सिर्फ:
“Exam कब होगा?”
तक सीमित नहीं था।
सवाल बन गया:
“क्या students को examination system पर भरोसा करना चाहिए?”
Government ने क्या कदम उठाए?
Protests बढ़ने के बाद Maharashtra government और aspirants के बीच discussions हुए।
सरकार ने examination irregularities की जांच के लिए judicial/high-level inquiry की दिशा में कदम उठाया। October की शुरुआत में government ने MPSC functioning से जुड़े मुद्दों की जांच और reforms पर भी commitments दिए।
अब inquiry panel में senior officials और former judicial officers को शामिल किया गया है।
Latest development में Tukaram Mundhe को inquiry panel का secretary बनाया गया है, जबकि MPSC Chairman Vivek Bhimanwar inquiry के दौरान leave पर चले गए हैं।
Inquiry का उद्देश्य सिर्फ एक alleged leak की जांच करना नहीं, बल्कि MPSC recruitment examinations में सामने आए broader irregularities और functioning से जुड़े सवालों की जांच करना है।
Students की सबसे बड़ी परेशानी क्या है?
Competitive exam की तैयारी करने वाले students के लिए examination सिर्फ एक दिन का event नहीं होता।
एक aspirant कई साल तक:

- रोज कई घंटे preparation करता है
- दूसरे career options छोड़ता है

September में MPSC Group-C exam को January 2027 तक postpone किए जाने की रिपोर्टों में aspirants की career, marriage और financial planning तक प्रभावित होने की बात सामने आई थी।
क्या यह सिर्फ Maharashtra की समस्या है?
MPSC controversy Maharashtra तक सीमित दिखाई देती है, लेकिन इसका larger question पूरे India के competitive examination ecosystem से जुड़ा है।
India में लाखों students UPSC, SSC, Banking, Railways, State PSCs, Police, Teaching और अन्य government recruitment exams की तैयारी करते हैं।
इन exams में एक common expectation होती है:
Fair Competition.
जब question paper security, evaluation या recruitment timeline पर सवाल उठते हैं, तो सबसे बड़ा नुकसान system की credibility को होता है।
क्योंकि competitive examination की पूरी foundation ही इस principle पर टिकी है कि सभी candidates को एक समान मौका मिलेगा।
Paper Leak से बड़ा है Trust Crisis
MPSC controversy का सबसे important aspect शायद paper leak itself नहीं है।
असल issue है trust।
अगर कोई student यह सोचने लगे कि exam में मेहनत से ज्यादा leak, influence या system की कमजोरी matter कर सकती है, तो competitive examination की पूरी credibility कमजोर होती है।
और यही कारण है कि students केवल paper leak की investigation नहीं मांग रहे।
वे चाहते हैं:
Transparent System + Fixed Calendar + Secure Exams + Accountability
यानी reform सिर्फ एक व्यक्ति को हटाने से पूरा नहीं होगा।
पूरे process को मजबूत करना होगा।
क्या Offline Exam Solution हो सकता है?
MPSC controversy में examination mode भी महत्वपूर्ण मुद्दा बना है।
Government और aspirants के बीच हुई discussions में offline examinations को retain करने की मांग को भी समर्थन मिला है।
लेकिन offline या online अपने आप में security की guarantee नहीं है।
Offline exam में question-paper printing और transportation security महत्वपूर्ण है।
Online/CBT exam में server security, device integrity, biometric verification, encrypted question delivery और cyber monitoring जैसे challenges आते हैं।
इसलिए असली सवाल यह नहीं है कि:

Competitive exams में uncertainty students के लिए बड़ी समस्या बनती जा रही है।
अगर examination की date बार-बार बदलती है, तो aspirants को preparation strategy बदलनी पड़ती है।
इसके साथ:
- Coaching schedules प्रभावित होते हैं
- Age-limit planning मुश्किल होती है
- Financial expenses बढ़ते हैं
- Job seekers की career timeline delay होती है
- Vacancies और recruitment cycle के बीच gap बढ़ता है
इसलिए exam reform का एक important हिस्सा fixed annual recruitment calendar भी होना चाहिए।
Students को कम से कम यह पता होना चाहिए कि कौन-सा exam कब होगा और recruitment कब तक पूरा होने की उम्मीद है।
Political Angle क्यों Important है?
MPSC controversy naturally political issue भी बन गई है।
Opposition leaders और ruling government के बीच accountability को लेकर सवाल उठ रहे हैं, जबकि student organisations लगातार transparency की मांग कर रहे हैं।
लेकिन इस पूरे मामले में एक बात महत्वपूर्ण है:
Students की समस्या को सिर्फ political protest के रूप में देखना सही नहीं होगा।
क्योंकि examination system की credibility का असर ruling party या opposition से कहीं बड़ा है।
आज जो student MPSC की तैयारी कर रहा है, वह किसी political party के लिए नहीं बल्कि अपने career के लिए exam दे रहा है।
इसलिए reform का objective political blame game नहीं बल्कि institutional accountability होना चाहिए।
अब Inquiry से क्या उम्मीद है?
Latest inquiry process इस पूरे विवाद का सबसे important next step है।
Committee को यह देखना होगा कि:
- Alleged paper leak कैसे हुआ?
- Question paper तक unauthorized access कैसे पहुंचा?
- Internal security protocol में कहां failure हुआ?
- Recruitment process में कौन-कौन से loopholes मौजूद हैं?
- Previous examinations में कोई irregularity हुई या नहीं?
- Evaluation process को और transparent कैसे बनाया जा सकता है?
- Future exams में paper security कैसे मजबूत होगी?
- Students की grievances के लिए independent mechanism बनाया जा सकता है या नहीं?
Indian Express के अनुसार inquiry को MPSC recruitment examinations में alleged malpractice और irregularities की व्यापक जांच के लिए बनाया गया है।
यानी अब students की नजर सिर्फ announcement पर नहीं बल्कि actual investigation और implementation पर होगी।
क्या MPSC अपना Trust वापस बना सकता है?
हाँ, लेकिन इसके लिए सिर्फ promises काफी नहीं होंगे।
MPSC को students को तीन चीजें clearly दिखानी होंगी:
पहला — Transparency
Investigation और recruitment process की जानकारी समय पर public हो।
दूसरा — Accountability
अगर किसी अधिकारी, vendor या external network की गलती साबित होती है, तो जिम्मेदारी तय हो।
तीसरा — Predictability
Exam dates, vacancies, results और recruitment timelines को ज्यादा stable बनाया जाए।
अगर ये तीनों चीजें improve होती हैं, तो MPSC धीरे-धीरे students का confidence वापस हासिल कर सकता है।
Bottom Line
MPSC Paper Leak controversy सिर्फ Maharashtra की एक examination problem नहीं है।
यह सवाल उठाती है कि government recruitment exams को कितना secure, transparent और accountable बनाया जा सकता है।
Drug Inspector exam से शुरू हुआ विवाद State Services Main Exam के postponement, answer-sheet re-evaluation और Pune में लंबे student protest तक पहुंच गया। अब government ने inquiry mechanism को आगे बढ़ाया है और MPSC Chairman Vivek Bhimanwar inquiry के दौरान leave पर हैं।
लेकिन असली परीक्षा अब सरकार और MPSC की है।
Students ने अपनी मांग रख दी है।
अब उन्हें चाहिए:
Fair Exam. Fixed Calendar. Secure Paper. Transparent Evaluation.
क्योंकि competitive exam में students सिर्फ एक नौकरी के लिए नहीं लड़ते।
वे अपने कई साल की मेहनत और भविष्य के लिए लड़ते हैं।
और अगर examination system पर भरोसा ही कमजोर हो जाए, तो सबसे बड़ा नुकसान किसी एक exam का नहीं बल्कि पूरे recruitment system की credibility का होता है।
