India में Satellite Internet की race अब सिर्फ technology competition नहीं रह गई है। Starlink, Reliance Jio Satellite और Bharti-backed Eutelsat OneWeb भारत के satellite broadband market में entry के लिए regulatory approvals के महत्वपूर्ण चरण पार कर चुके हैं, लेकिन commercial service अभी भी final spectrum allocation और security-related compliances से जुड़ी प्रक्रियाओं पर निर्भर है।
India Mobile Congress 2026 में satellite connectivity एक प्रमुख discussion point बनी हुई है। सरकार और industry दोनों के लिए सवाल अब यह नहीं है कि satellite internet India में आएगा या नहीं, बल्कि यह है कि किस regulatory और pricing framework के तहत यह service शुरू होगी।
भारत सरकार के अनुसार Starlink Satellite Communications, Jio Satellite Communications और OneWeb India को GMPCS authorisation के साथ Unified Licence दिया जा चुका है। Satellite-based connectivity का इस्तेमाल उन rural, remote, coastal, border और mountainous areas तक broadband पहुंचाने में किया जा सकता है जहां traditional fibre या terrestrial networks पहुंचाना मुश्किल है।
Licence मिल गया, फिर Service शुरू क्यों नहीं हुई?
Satellite internet service शुरू करने के लिए केवल licence पर्याप्त नहीं है। Operators को spectrum assignment और कई security तथा regulatory requirements को पूरा करना होता है।
यही वजह है कि licence मिलने के बावजूद तीनों प्रमुख operators अभी commercial rollout के लिए पूरी तरह free नहीं हैं। Communications Today ने भी इस स्थिति को satellite broadband race का प्रमुख bottleneck बताया था।
हालांकि October 2026 तक situation में एक महत्वपूर्ण बदलाव आया है। Digital Communications Commission ने satellite spectrum के लिए 5% Adjusted Gross Revenue (AGR) आधारित charge को मंजूरी दी थी, जिसमें notified rural और remote areas में service देने पर 1 percentage point की reduction का प्रस्ताव बताया गया था। Final government process और security clearances अभी भी महत्वपूर्ण हैं।
Telecom Minister Jyotiraditya Scindia ने October 2026 में कहा कि satcom spectrum pricing framework को finalise करने की प्रक्रिया अंतिम चरण में है। उन्होंने यह भी स्पष्ट किया कि Starlink, Jio और OneWeb के लिए समान regulatory standards लागू होंगे।
Spectrum Pricing इतना महत्वपूर्ण क्यों है?
Satellite internet में spectrum केवल एक technical resource नहीं है। इसका सीधा असर operator की economics पर पड़ता है।
Traditional telecom companies ने spectrum के लिए लंबे समय तक auction-based model में बड़ी रकम खर्च की है। Satellite operators के लिए सरकार administrative allocation और revenue-linked pricing framework की दिशा में आगे बढ़ी है।
ऐसे में 5% AGR-based spectrum charge satellite broadband companies के लिए एक महत्वपूर्ण cost component बन सकता है।
यहां challenge यह है कि satellite internet का business model terrestrial broadband से अलग है। Operators को satellites, launch capacity, ground stations, gateways, customer terminals और regulatory infrastructure में पहले से भारी investment करना पड़ता है।
इसलिए spectrum charge ऐसा होना जरूरी है जिससे सरकार को revenue मिले, लेकिन service की final consumer pricing भी इतनी ज्यादा न हो कि mass adoption मुश्किल हो जाए।
Starlink की सबसे बड़ी ताकत क्या है?
SpaceX का Starlink India में सबसे ज्यादा global attention वाला satellite broadband player है।
Low Earth Orbit यानी LEO satellite constellation की वजह से Starlink traditional geostationary satellite internet की तुलना में lower latency और high-speed connectivity देने के लिए जाना जाता है।
India Mobile Congress 2026 में Starlink ने यह भी बताया कि उसने India-specific security controls तैयार किए हैं और Indian users का data देश के भीतर रखने के लिए infrastructure बनाया है। Company ने India में 20 gateway sites स्थापित करने की जानकारी भी दी।
लेकिन Starlink के लिए सबसे बड़ा सवाल अब यही है कि regulatory approvals पूरी तरह कब मिलेंगे और commercial service किस pricing model के साथ launch होगी।
Jio Satellite: Local Infrastructure का Advantage
Reliance Jio के लिए satellite internet केवल एक नया broadband product नहीं है। यह Jio के existing telecom ecosystem को remote areas तक extend करने का opportunity भी है।
India Mobile Congress 2026 में Jio ने अपने satellite connectivity plans को prominently showcase किया। Reports के मुताबिक company India में ground infrastructure का बड़ा network तैयार कर रही है और remote villages तक connectivity पहुंचाने पर focus कर रही है।
Jio के पास पहले से करोड़ों mobile users, fibre network, enterprise customers और nationwide telecom infrastructure मौजूद है। इसलिए satellite service को existing digital ecosystem के साथ integrate करना उसके लिए एक बड़ा competitive advantage बन सकता है।
OneWeb की Position भी मजबूत
Eutelsat OneWeb भारत की satellite internet race में एक महत्वपूर्ण player है और इसे Bharti Group का backing प्राप्त है।
OneWeb का focus केवल consumer broadband तक सीमित नहीं माना जाता। Enterprise connectivity, government networks, remote infrastructure, aviation और critical connectivity जैसे segments में satellite broadband की बड़ी भूमिका हो सकती है।
Bharti Enterprises के Chairman Sunil Mittal ने India Mobile Congress 2026 में कहा कि satellite communication services launch के लिए तैयार हैं और अब spectrum allocation, frequency assignment तथा security vetting जैसे final regulatory steps महत्वपूर्ण हैं।
Security Compliance क्यों बड़ा मुद्दा है?
Satellite network terrestrial telecom network से काफी अलग होता है। Data और network traffic satellites, gateways और ground infrastructure के जरिए देश की सीमाओं के बाहर भी interact कर सकता है।
इसी वजह से national security, lawful interception, data localisation और network monitoring जैसे मुद्दे regulatory process का महत्वपूर्ण हिस्सा हैं।
Starlink ने India में अपने infrastructure को local security requirements के अनुसार तैयार करने की बात कही है। Company का कहना है कि Indian user data को India के भीतर रखने के लिए controls लगाए गए हैं।
भारत के लिए challenge यह है कि security requirements इतनी मजबूत हों कि national interest सुरक्षित रहे, लेकिन regulations इतने complex भी न हो जाएं कि नई satellite technology की deployment unnecessarily slow हो।
क्या Starlink और Jio के बीच Competition बढ़ेगी?
यह race केवल तीन satellite companies के बीच नहीं है। India का broadband market पहले से Jio और Airtel जैसे terrestrial telecom giants के बीच highly competitive है।
Satellite internet शुरुआत में शायद urban fibre broadband का direct replacement नहीं बनेगा। इसकी सबसे बड़ी opportunity उन locations में है जहां fibre infrastructure expensive या practically difficult है।
इसमें शामिल हैं:
- Remote villages
- Border areas
- Himalayan regions
- Islands
- Rural schools
- Healthcare centres
- Defence-linked locations
- Mining and industrial sites
- Ships and aircraft
- Disaster-hit regions
यानी satellite internet का सबसे बड़ा market शायद वह होगा जहां traditional connectivity की economics कमजोर है।
Consumers के लिए क्या बदलेगा?
यदि Starlink, Jio Satellite और OneWeb commercial services launch करते हैं, तो Indian consumers के सामने broadband का एक नया option आएगा।
लेकिन शुरुआत में satellite internet की pricing traditional fibre broadband जैसी होने की उम्मीद करना सही नहीं होगा।
Customer को केवल monthly subscription नहीं, बल्कि satellite terminal या compatible equipment की cost भी bear करनी पड़ सकती है।
इसलिए शुरुआती phase में satellite broadband का target market premium households, enterprises, institutions और remote locations हो सकता है।
जैसे-जैसे user base बढ़ेगा और hardware तथा network costs कम होंगी, pricing में बदलाव की संभावना बन सकती है।
India के Digital Infrastructure के लिए बड़ा मौका
Satellite internet का सबसे बड़ा फायदा competition से भी आगे है।
India में अभी भी ऐसे क्षेत्र हैं जहां fibre या mobile towers deploy करना geographical और economic reasons से मुश्किल है। Satellite connectivity इन gaps को तेजी से fill कर सकती है।
Government के अनुसार satellite communication rural, underserved और unserved areas में last-mile connectivity को मजबूत करने में मदद कर सकता है।
इसका असर education, telemedicine, e-governance, financial inclusion, disaster management और rural entrepreneurship तक पहुंच सकता है।
सबसे बड़ा सवाल: Launch कब होगा?
अभी सबसे महत्वपूर्ण uncertainty यही है।
Three major operators के पास required satellite communication authorisations हैं, लेकिन commercial launch के लिए spectrum assignment और security/regulatory compliance के final steps जरूरी हैं।
इसका मतलब यह है कि India की satellite internet race शुरू होने के लिए तैयार है, लेकिन official starting gun अभी बाकी है।
अगर spectrum pricing framework और security approvals जल्दी finalise होते हैं, तो Starlink, Jio Satellite और OneWeb के बीच competition India के telecom sector का अगला बड़ा chapter बन सकता है।

India के लिए यह सिर्फ एक नया broadband option नहीं, बल्कि digital connectivity की अगली frontier हो सकती है।
