NEET 2026 के बाद NTA Reform: CBT और Two-Stage Exam का Future

NEET 2026 के बाद NTA में बड़े बदलाव क्यों जरूरी? Two-Stage Exam, CBT और New Security System से कैसे बदल सकता है Medical Entrance?

India में medical entrance examination सिर्फ एक exam नहीं है। हर साल लाखों students NEET के जरिए medical education में entry की कोशिश करते हैं और एक छोटी-सी administrative गलती भी किसी student की पूरी academic journey को प्रभावित कर सकती है।

अब 9 October 2026 को सामने आई Parliamentary Standing Committee की 382nd Report on “Reforms and Strengthening of the National Testing Agency” ने NTA और NEET के future को लेकर कई बड़े recommendations दिए हैं। Committee ने CBT, secure government-owned test centres, large question banks, stronger cybersecurity, AI-based monitoring, accountability और यहां तक कि NEET के लिए two-stage examination की feasibility पर विचार करने की बात कही है।

यह report ऐसे समय आई है जब NEET-UG 2026 cycle में पहले 3 May को examination हुआ और बाद में 21 June को re-examination कराया गया। NTA के अनुसार re-examination में biometric verification और enhanced security protocols भी इस्तेमाल किए गए।

अब बड़ा सवाल है:

क्या NEET का अगला version सिर्फ एक और exam होगा, या India का पूरा medical entrance system बदल सकता है?

NEET से शुरू होकर NTA Reform तक क्यों पहुंची बात?

National Testing Agency आज JEE-Main, NEET-UG, UGC-NET और CUET जैसे major national examinations conduct करती है। Parliamentary Committee के अनुसार लगभग 1.2 crore students annually NTA की examinations में बैठते हैं।

इस scale पर examination management सिर्फ question paper और examination centre तक सीमित नहीं रह सकता।

Committee ने कहा है कि NTA की responsibilities के साथ उसके resources और accountability structures भी align होने चाहिए और इसके लिए Parliamentary accountability framework पर विचार किया जाना चाहिए।

यानी reform का focus सिर्फ “paper leak रोकना” नहीं है।

Focus अब तीन स्तरों पर है:

Exam Security + Technology + Institutional Accountability

सबसे बड़ा बदलाव: NEET को Pen-and-Paper से CBT में ले जाने की तैयारी

NEET अभी pen-and-paper mode में होता है, जबकि JEE-Main, UGC-NET और CUET जैसे कई बड़े NTA exams पहले से Computer-Based Testing पर चल रहे हैं।

Committee ने NEET को भी CBT यानी Computer-Based Test में shift करने की recommendation दी है। लेकिन report ने यह भी स्पष्ट किया है कि transition से पहले infrastructure और accessibility की बड़ी तैयारी करनी होगी।

इसका मतलब यह नहीं है कि अगला NEET automatically CBT होगा।

इसके लिए government को पहले:

  • Government-owned CBT centres
  • Reliable computers
  • Stable internet/connectivity
  • Power backup
  • Cybersecurity infrastructure
  • Student mock tests
  • Multi-session normalisation system

जैसी चीजें तैयार करनी होंगी।

Committee ने विशेष रूप से 1,000 secure government CBT centres की recommendation को phased timeline के साथ implement करने की बात कही है।

हर District में कम से कम एक Government Test Centre?

यह recommendation students के लिए शायद सबसे practical बदलावों में से एक हो सकती है।

Committee ने कहा है कि कम से कम हर district में एक test centre होना चाहिए, ताकि students को exam के लिए दूसरे शहर में travel, accommodation और additional expenses का burden कम हो।

साथ ही Committee ने कहा है कि examination centres ideally Union या State Government के ownership और operation में होने चाहिए।

Private institutions को subcontracted examination centres के रूप में इस्तेमाल करने को Committee ने security risk माना है।

इससे NEET की logistics structure काफी बदल सकती है।

Question Paper कैसे बदलेगा?

यह reform सिर्फ computer लगाने तक सीमित नहीं है।

Committee ने large, diverse और continuously updated question bank बनाने की recommendation दी है।

इस model में questions को एक ही fixed paper में महीनों पहले तैयार करने के बजाय exam के करीब digital tools के जरिए question bank से select किया जा सकता है। Final paper को experts vet करेंगे और paper security के लिए strict isolation measures भी सुझाए गए हैं।

इसका उद्देश्य simple है:

Question Paper जितने कम समय के लिए predictable रहेगा, leak की opportunity उतनी कम होगी।

Committee ने question banks develop करने के लिए IITs, AIIMSs और IIMs जैसे leading institutions के experts का उपयोग करने और उनके conflict of interest की जांच करने की भी recommendation दी है।

AI सिर्फ Students के लिए नहीं, Exam Security के लिए भी

AI का role examination system में भी तेजी से बढ़ सकता है।

Committee ने future में NTA को AI-enabled analytical tools इस्तेमाल करने की recommendation दी है, जो unusual response patterns या संभावित malpractice को identify कर सकें।

इसके साथ:

AI-based CCTV analysis + biometric authentication + cybersecurity monitoring

जैसे systems को stronger बनाने की जरूरत बताई गई है।

यानी future NEET security model कुछ ऐसा हो सकता है:

Candidate → Biometric Verification → Secure CBT Centre → AI Monitoring → Encrypted Exam System → Automated Anomaly Detection

लेकिन technology के साथ एक नया risk भी आएगा।

Paper Leak से Cyber Attack तक: Risk भी बदलेगा

CBT paper leakage और physical transportation की vulnerability को कम कर सकता है, लेकिन इससे cybersecurity risks खत्म नहीं होंगे।

Committee ने खुद note किया है कि CBT systems hacking और malicious cyber attacks के लिए vulnerable हो सकते हैं। इसलिए उसने NTA के भीतर एक मजबूत cybersecurity team बनाने की recommendation दी है।

इस team को secure examination software, remote access prevention, screen recording prevention, virtual-machine detection और suspicious response patterns की monitoring जैसी capabilities develop करनी होंगी।

इसका मतलब है कि future examination security में cybersecurity उतनी ही महत्वपूर्ण हो सकती है जितनी physical security।

Two-Stage NEET: क्या अब NEET Prelims और Mains होगा?

यह report का सबसे interesting proposal है।

Committee ने observe किया कि NEET एक single-stage examination है जिसमें MBBS, BDS, nursing और AYUSH जैसे अलग-अलग medical streams के लिए बहुत बड़ा candidate pool compete करता है।

Committee ने NTA को बड़े examinations के लिए two-stage format की feasibility examine करने की recommendation दी है।

Possible model में:

Stage 1 — Common Prelims

सभी medical streams के लिए common screening examination.

Stage 2 — Specialized Mains

MBBS, nursing, AYUSH आदि specific courses के लिए अलग assessment/ranking.

Committee का तर्क है कि इससे अलग-अलग courses के लिए candidates की competition को अधिक targeted बनाया जा सकता है।

लेकिन यहां सबसे जरूरी बात:

Two-stage NEET अभी finalised policy नहीं है।

यह फिलहाल Parliamentary Committee की recommended feasibility exercise है। इसलिए students को इसे “NEET 2027 अब two-stage होगा” जैसी confirmed announcement के रूप में नहीं देखना चाहिए।

NEET में Computer Adaptive Testing भी आ सकता है?

Committee ने long-term vision इससे भी आगे रखा है।

जब NTA की digital infrastructure mature हो जाए, तब examinations को Computer Adaptive Testing (CAT) model पर ले जाने की recommendation दी गई है।

इस model में system candidate की performance के अनुसार questions की difficulty adjust कर सकता है।

इसके लिए:

  • Large question bank
  • AI-based question selection
  • Difficulty assessment
  • Automated evaluation
  • Score normalisation

जैसी technologies की आवश्यकता होगी।

अगर यह model successfully implement होता है, तो traditional “एक ही question paper सबके लिए” model fundamentally बदल सकता है।

लेकिन इसके साथ transparent और independently audited normalisation methodology जरूरी होगी, खासकर multi-session examination में। Committee ने इस requirement को स्पष्ट रूप से highlight किया है।

NEET सिर्फ Security का नहीं, Coaching Culture का भी सवाल है

Report का एक बड़ा हिस्सा coaching ecosystem पर भी focused है।

Committee ने कहा है कि coaching industry ने कई जगह official school curriculum के समानांतर एक “parallel curriculum” बना दिया है।

अगर examination questions NCERT या official school curriculum से बाहर जाते हैं या conceptual understanding के बजाय rapid recall और repetitive pattern recognition को ज्यादा reward करते हैं, तो coaching-dependent students को structural advantage मिल सकता है।

इसलिए Committee ने NEET, JEE-Main और CUET में ऐसे standards की recommendation की है जिनसे papers official school curriculum और conceptual understanding पर ज्यादा आधारित हों।

इसका potential impact बड़ा है:

Less coaching dependency → More curriculum-based preparation → More equitable competition

Cut-off भी बदल सकता है?

एक और महत्वपूर्ण recommendation qualifying criteria को लेकर है।

Committee ने observe किया कि NEET में qualified candidates की संख्या available seats की तुलना में बहुत ज्यादा हो सकती है।

इससे लाखों students में unnecessary stress बढ़ सकता है।

Committee ने NTA और Ministry of Health & Family Welfare को year-wise, data-based review of qualifying percentile and cut-off methodology करने की recommendation दी है, ताकि qualified pool को actual seat availability के साथ reasonably align किया जा सके—बिना merit से compromise किए।

यह recommendation future में NEET cut-off discussion को सिर्फ percentile calculation से आगे ले जा सकती है।

NTA में Permanent Experts की जरूरत

Committee ने NTA की manpower structure पर भी गंभीर सवाल उठाए हैं।

Report के अनुसार NTA में sanctioned 39 positions में से सिर्फ 23 officers currently in position थे, यानी लगभग 41% vacancy।

Committee ने यह भी कहा कि permanent expertise जरूरी है, क्योंकि examination security और assessment जैसे areas में expertise दो-तीन साल की deputation से develop नहीं होती।

इसलिए recommendation है कि NTA में permanent specialists की hiring हो, खासकर:

  • Psychometrics
  • Examination Security
  • Digital Infrastructure
  • Data Analytics
  • Examination Logistics

जैसे domains में।

यानी NTA को सिर्फ administrative agency के बजाय specialised examination institution बनाने की कोशिश है।

NTA के लिए Accountability भी बदलेगी

Technology से ज्यादा महत्वपूर्ण शायद यह institutional reform है।

Committee ने NTA को:

“exam conducting body” से आगे बढ़ाकर examination policy और research think-tank

बनाने की recommendation दी है।

इसके लिए एक dedicated research wing, stronger stakeholder feedback system, public reporting और independent examination audit mechanism की जरूरत बताई गई है।

Committee ने यह भी recommend किया है कि examination security protocols audit करने, candidate grievances investigate करने और Ministry को directly report करने के लिए NTA से independent mechanism बनाया जाए।

Students के लिए इसका क्या मतलब होगा?

अगर recommendations धीरे-धीरे लागू होती हैं, तो future NEET aspirant का experience आज से काफी अलग हो सकता है।

आज:

Pen & Paper → Physical Question Paper → Large Logistics Network → Single Exam → Manual Security

Future Model:

Secure CBT → Biometric Authentication → Digital Question Bank → AI Monitoring → Cybersecurity → Multi-stage Assessment → Data-based Normalisation

लेकिन transition आसान नहीं होगा।

India जैसे country में digital infrastructure की inequality सबसे बड़ी challenge होगी।

Tier-1 city में CBT relatively आसान है।

लेकिन rural और remote regions में:

Computer availability + Internet + Electricity + Digital familiarity

सभी factors simultaneously solve करने होंगे।

इसीलिए Committee ने CBT transition को infrastructure investment और mock examinations के साथ जोड़ने की recommendation दी है।

NEET का Future सिर्फ Exam Pattern बदलने का नाम नहीं

NTA reform की सबसे बड़ी कहानी शायद यह नहीं है कि NEET paper होगा या computer पर।

असल सवाल है:

क्या India एक ऐसा examination ecosystem बना सकता है जिस पर students, parents और institutions भरोसा कर सकें?

CBT paper transportation risk कम कर सकता है।

Question banks paper-setting risk कम कर सकते हैं।

Biometrics impersonation रोक सकते हैं।

AI analytics suspicious behaviour identify कर सकते हैं।

Government-owned centres operational risk कम कर सकते हैं।

लेकिन इन सभी systems के ऊपर सबसे जरूरी चीज होगी:

Accountability.

क्योंकि एक high-stakes examination में technology तभी meaningful है जब उसके पीछे transparent processes, trained professionals और clearly defined responsibility हो।

NEET 2026 के बाद अगला बड़ा बदलाव क्या हो सकता है?

Parliamentary Committee की latest recommendations को देखें तो India का medical entrance system धीरे-धीरे तीन directions में move करता दिखाई देता है:

Paper → Digital

Single-stage → Possible Multi-stage

Manual Security → AI + Biometric + Cybersecurity

लेकिन इन changes को final policy समझना अभी जल्दबाजी होगी। Committee ने कई जगह “recommend”, “examine the feasibility” और phased implementation जैसे शब्द इस्तेमाल किए हैं।

इसलिए NEET aspirants के लिए immediate takeaway यह है कि जब तक NTA या Ministry of Education कोई formal notification जारी नहीं करती, existing official NEET pattern को ही preparation का आधार माना जाना चाहिए।

फिर भी direction साफ है।

India अब सिर्फ यह नहीं पूछ रहा कि:

“NEET कैसे conduct किया जाए?”

बल्कि सवाल बदलकर हो गया है:

“NEET को ऐसा कैसे बनाया जाए कि merit, security, technology और fairness—चारों एक साथ मजबूत हों?”

अगर Parliamentary Committee की recommendations phased manner में लागू होती हैं, तो आने वाले वर्षों में NEET सिर्फ India का सबसे बड़ा medical entrance exam नहीं रहेगा—यह India के next-generation examination system का testing ground भी बन सकता है।
