Delhi के North Block में Smoke Alert: India के Power Centre की Fire Safety पर क्या सवाल?

Delhi के Raisina Hill इलाके में स्थित North Block से सोमवार, 26 October 2026 की सुबह अचानक घना धुआं उठता दिखाई दिया। यह वही high-security government complex है जहां Union Home Ministry और Finance Ministry के offices स्थित हैं। घटना की सूचना मिलते ही Delhi Fire Services ने छह fire tenders मौके पर भेजे।
शुरुआती जानकारी में सिर्फ smoke alert सामने आया था, लेकिन बाद में Delhi Fire Services ने बताया कि North Block की terrace पर चल रहे dismantling और welding work के दौरान AC boiler में short-circuit से छोटी आग लगी थी। Fire को जल्दी control कर लिया गया और किसी casualty की सूचना नहीं है।
घटना भले ही बड़ी आग में तब्दील नहीं हुई, लेकिन इसने Delhi के high-security government buildings में fire preparedness, maintenance और emergency response को लेकर एक अहम सवाल जरूर खड़ा किया है।
North Block में आखिर हुआ क्या?
लगभग 11:10 AM पर Delhi Fire Services को North Block से smoke निकलने की सूचना मिली।
इसके बाद छह fire tenders को तुरंत location पर भेजा गया।
बाद की जानकारी के अनुसार building की terrace पर repair और dismantling work चल रहा था। इसी दौरान welding work के बीच AC boiler में electrical short-circuit हुआ और वहां आग लग गई।
धुआं काफी दूर से दिखाई दे रहा था, जिसके कारण आसपास के इलाके में भी concern पैदा हुआ।
Rajya Sabha MP Milind Deora ने भी Parliament जाते समय North Block के पीछे से smoke उठता देखा और emergency response की उम्मीद जताई।
क्या North Block को कोई बड़ा नुकसान हुआ?
अब तक सामने आई जानकारी के अनुसार कोई major structural damage या casualty report नहीं हुई है।
Fire को समय रहते control कर लिया गया।
इसलिए इसे major fire disaster की तरह देखना सही नहीं होगा। लेकिन जिस building में देश के महत्वपूर्ण ministries के offices हैं, वहां छोटी fire भी security और emergency preparedness के perspective से महत्वपूर्ण बन जाती है।
North Block इतना sensitive क्यों है?
North Block सिर्फ एक पुरानी government building नहीं है।
यह Union Secretariat का महत्वपूर्ण हिस्सा है और यहां Home Affairs तथा Finance जैसे महत्वपूर्ण ministries के offices हैं।
इसका location भी बेहद महत्वपूर्ण है।
North Block Raisina Hill के high-security administrative zone में स्थित है, जहां Parliament, ministries और दूसरे महत्वपूर्ण government institutions का concentration है।
इसलिए किसी भी emergency incident में response सिर्फ fire control तक सीमित नहीं रहता।
Security, evacuation, access control और continuity of government operations भी महत्वपूर्ण हो जाते हैं।
Fire Safety का असली सवाल: Emergency Response या Prevention?
इस incident में emergency response तेज रहा।
Smoke की सूचना मिलते ही छह fire tenders भेजे गए और fire को control कर लिया गया।
लेकिन किसी high-security government building में fire safety का सवाल सिर्फ यह नहीं होना चाहिए कि fire लगने के बाद कितनी जल्दी firefighters पहुंचे।
बड़ा सवाल यह है:
क्या fire को शुरू होने से पहले prevent किया जा सकता था?
जब किसी sensitive government complex में repair, dismantling या welding work चल रहा हो, तो hot-work activities के दौरान electrical safety और fire-watch protocols बेहद महत्वपूर्ण हो जाते हैं।
North Block incident इसी preventive safety layer पर attention खींचता है।
पुरानी Government Buildings की Maintenance Challenge
Delhi में कई महत्वपूर्ण government buildings historical और heritage architecture का हिस्सा हैं।
ऐसी buildings में modern electrical systems, air-conditioning infrastructure, wiring, fire detection और safety equipment को पुराने structural framework के साथ maintain करना आसान नहीं होता।
एक तरफ heritage structure को preserve करना होता है।
दूसरी तरफ building को modern workplace standards के अनुसार safe रखना होता है।
North Block जैसी buildings में यही balance एक बड़ी maintenance challenge बन सकता है।
क्या Government Offices में Fire Audit जरूरी है?
इस incident के बाद एक practical question उठता है:
क्या high-security government buildings में regular independent fire-safety audits होने चाहिए?
ऐसे audits में केवल fire extinguishers की availability देखना पर्याप्त नहीं होगा।
इनमें शामिल होना चाहिए:
- Electrical wiring inspection
- AC और HVAC systems की safety
- Fire detection और alarm systems
- Emergency exits
- Evacuation routes
- Fire tender access
- Welding और repair work protocols
- Emergency response drills
- Backup power safety
- Sensitive documents और equipment की protection
विशेषकर उन buildings में जहां critical government functions operate करते हैं, fire safety को routine compliance से आगे ले जाने की जरूरत हो सकती है।
Repair Work भी बन सकता है Fire Risk
North Block incident का सबसे महत्वपूर्ण operational lesson शायद यही है।
Building में repair या renovation चल रहा था और इसी दौरान welding work के बीच electrical issue सामने आया।
Construction और maintenance activities में temporary wiring, welding sparks, electrical equipment और combustible materials का combination fire risk बढ़ा सकता है।
इसलिए high-security buildings में repair work के लिए सामान्य workplace safety से भी ज्यादा strict protocols की जरूरत हो सकती है।
क्या इस घटना से Government Operations प्रभावित हुए?
फिलहाल available reports में किसी बड़े operational disruption की जानकारी नहीं है।
Fire को जल्दी control कर लिया गया और casualty की सूचना भी नहीं है।
इसलिए इस घटना को government functioning के बड़े disruption के रूप में पेश करना अभी सही नहीं होगा।
लेकिन emergency response की readiness की दृष्टि से यह एक useful warning जरूर है।
Delhi के लिए बड़ा सवाल: क्या High-Security Zones में Safety Standards अलग होने चाहिए?
North Block जैसी जगहों पर security requirements पहले से ही काफी high होती हैं।
लेकिन security और fire safety को अलग-अलग systems की तरह नहीं देखा जा सकता।
अगर emergency exit security restrictions के कारण difficult है, fire tender access limited है या renovation work properly monitored नहीं है, तो छोटी incident भी complex emergency बन सकती है।
इसलिए high-security government complexes में security + fire safety + infrastructure maintenance को एक integrated system के रूप में देखना ज्यादा effective हो सकता है।
Conclusion: छोटी आग, बड़ा Safety Lesson
North Block में लगी आग बड़ी disaster नहीं बनी।
समय पर fire services पहुंचीं, छह fire tenders deploy किए गए और स्थिति को control कर लिया गया। कोई casualty भी report नहीं हुई।
लेकिन ऐसी घटनाएं preventive systems की importance याद दिलाती हैं।
खासकर उन government buildings में जहां देश के महत्वपूर्ण administrative decisions लिए जाते हैं, fire safety केवल compliance issue नहीं हो सकती।
North Block की यह छोटी आग शायद एक बड़ा सवाल छोड़ गई है—क्या India’s most important government buildings की emergency preparedness उतनी ही modern है जितनी उनकी security व्यवस्था?
अगर जवाब हां है, तो ऐसे incidents सिर्फ isolated accidents बनकर रह जाएंगे।
लेकिन अगर maintenance और preventive safety में gaps हैं, तो यह incident future audits और safety protocols को upgrade करने का signal भी हो सकता है।
