Uttar Pradesh का AI Mission कितना बड़ा है?

Uttar Pradesh अब Artificial Intelligence को सिर्फ technology trend के तौर पर नहीं, बल्कि governance, economy, education, healthcare और employment के बड़े infrastructure project के रूप में देखने की तैयारी कर रहा है।

9 October 2026 को Uttar Pradesh Cabinet ने Uttar Pradesh AI Mission (UP-AIM) की establishment, implementation और operation को मंजूरी दी। Mission का उद्देश्य AI-based innovation, research, skill development, startups, high-capacity computing और digital public infrastructure को एक integrated ecosystem में विकसित करना है।

इससे पहले 2026-27 के UP Budget में AI Mission के लिए ₹225 crore का provision किया गया था। वहीं सरकार ने Mission के लिए अगले तीन वर्षों में लगभग ₹2,000 crore के व्यापक investment/outlay की दिशा तय की है। इन दोनों आंकड़ों को अलग-अलग समझना जरूरी है—₹225 crore annual budget provision है, जबकि ₹2,000 crore broader three-year mission scale से जुड़ा है।

AI Stack: UP का अपना Digital AI Infrastructure

UP-AIM का सबसे महत्वपूर्ण हिस्सा proposed UP AI Stack है।

इसमें AI-ready data ecosystem, AI operating framework, departmental AI applications, secure data exchange platform और GPU-based AI computing facilities शामिल होंगी। यानी लक्ष्य सिर्फ AI applications बनाना नहीं, बल्कि ऐसी common infrastructure तैयार करना है जिसके ऊपर अलग-अलग government departments और organisations AI solutions deploy कर सकें।

यही हिस्सा UP को एक traditional IT-services market से आगे ले जाने की कोशिश करता है—जहां State खुद AI infrastructure और deployment ecosystem का बड़ा user बन सकती है।

Healthcare से लेकर Agriculture तक AI का इस्तेमाल

UP में AI का proposed use-case सिर्फ government offices तक सीमित नहीं है।

Healthcare में disease surveillance, predictive health models और real-time data-based policymaking जैसे applications पर focus किया जा रहा है। Agriculture, education और policing में भी AI और data analytics के इस्तेमाल की दिशा में काम चल रहा है।

अगर ये projects बड़े scale पर सफल होते हैं, तो AI का impact केवल software companies तक सीमित नहीं रहेगा। Farmers, doctors, students, police departments और government employees तक इसका direct उपयोग पहुंच सकता है।

Law Enforcement में AI का नया Role

Police और law enforcement भी इस AI push का हिस्सा हैं।

AI और data analytics का इस्तेमाल criminal records, pattern analysis और policing intelligence जैसे areas में किया जा सकता है। इसका उद्देश्य officers को replace करना नहीं, बल्कि large datasets को analyse करके decision-making को ज्यादा data-driven बनाना है। UP में policing को AI ecosystem के application areas में शामिल किया गया है।

हालांकि law enforcement में AI का इस्तेमाल privacy, bias, accountability और human oversight जैसे सवाल भी खड़े करता है। इसलिए responsible AI framework इस ecosystem का महत्वपूर्ण हिस्सा होगा।

Education और AI Talent पर बड़ा Focus

AI infrastructure तभी useful होगा जब UP के पास trained workforce भी हो।

UP-AIM का target 5 lakh youth को AI-related skills से train करना और 50,000 Forward Deployed AI Professionals तैयार करना है। Mission कम-से-कम 100 AI startups को financial और non-financial support देने का भी लक्ष्य रखता है।

इसके अलावा IndiaAI Mission के साथ मिलकर UP में Data & AI Labs का network भी बनाया जा रहा है। State ने 65 labs की योजना बताई है, जिनमें कई labs की approval और implementation process आगे बढ़ चुकी है। इन labs का उद्देश्य AI skilling, experimentation और innovation को districts तक पहुंचाना है।

इसका सबसे बड़ा फायदा यह हो सकता है कि AI opportunities सिर्फ Lucknow या Noida जैसे technology centres तक सीमित न रहें।

75 Districts तक AI पहुंचाने की योजना

UP-AIM का एक बड़ा differentiator इसका District AI Enablement component है।

Mission के तहत सभी 75 districts में AI centres विकसित करने की योजना है। इन centres का उद्देश्य local problems पर AI-based innovation, training, employment, startups और entrepreneurship को बढ़ावा देना है।

यानी एक district में agriculture, दूसरे में healthcare, तीसरे में education या local governance से जुड़े AI use cases develop किए जा सकते हैं।

यह model सफल रहा तो Uttar Pradesh का AI ecosystem सिर्फ Lucknow-centric नहीं रहेगा।

Lucknow में बन रही है AI City

इस पूरे ecosystem का physical centre Lucknow की proposed AI City हो सकती है।

UP government के अनुसार AI City का उद्देश्य hardware, compute infrastructure, AI development और AI-driven solutions को एक integrated innovation zone में लाना है।

Phase-I के लिए 20+ acres की planning है और इसमें AI & DeepTech incubation centre, flexible workspaces, high-performance compute capacity तथा AI testing और simulation labs जैसे components प्रस्तावित हैं।

सरकार ने Lucknow में broader AI infrastructure के लिए 70-acre land allocation की भी बात कही है।

इसका मतलब है कि Lucknow आने वाले वर्षों में सिर्फ administrative capital नहीं, बल्कि AI research, startups और computing infrastructure का भी important centre बनने की कोशिश कर रहा है।

Startup Ecosystem भी Mission का बड़ा हिस्सा

AI Mission का focus केवल government projects पर नहीं है।

कम-से-कम 100 AI startups को support करने का target रखा गया है। इसके साथ UP Startup Policy 2026 में AI, Quantum Computing, Blockchain, SpaceTech, DefenceTech, AgriTech, HealthTech और EdTech जैसे emerging sectors को भी priority दी गई है।

Lucknow में U-Hub जैसे DeepTech ecosystem initiatives भी AI, GovTech, Industrial AI, Healthcare Technologies और AI-enabled Diagnostics पर focus कर रहे हैं।

अगर government procurement भी startups के लिए बड़ा market बनता है, तो local AI companies को सिर्फ funding नहीं बल्कि actual customers भी मिल सकते हैं।

Responsible AI: सबसे बड़ी चुनौती

AI Mission जितना ambitious है, उतनी ही बड़ी challenge उसका responsible implementation है।

UP-AIM में AI Trust and Assurance Framework का provision रखा गया है। इसमें security, privacy, risk assessment, pre-deployment assessment और high-impact government AI systems में human oversight जैसे principles शामिल हैं।

यह महत्वपूर्ण है क्योंकि healthcare, policing और governance जैसे sectors में गलत AI decision का impact किसी सामान्य consumer app से कहीं ज्यादा हो सकता है।

क्या UP सच में India का AI Hub बन सकता है?

Potential जरूर बड़ा है, लेकिन केवल policy announce करने से AI hub नहीं बनता।

UP को तीन चीजों पर लगातार execution करना होगा—Compute + Talent + Real-world Use Cases।

Compute infrastructure के लिए GPU capacity और data centres चाहिए। Talent के लिए universities, ITIs, polytechnics और industry partnerships को मजबूत करना होगा। और सबसे जरूरी, AI solutions को actual government, agriculture, healthcare, education और industrial problems solve करने होंगे।

UP के पास scale का advantage है—बड़ा population base, large talent pool, expanding startup ecosystem और rapidly developing digital infrastructure। लेकिन यही scale execution को challenging भी बनाता है।

निष्कर्ष

UP AI Mission सिर्फ एक technology scheme नहीं है। इसका लक्ष्य Uttar Pradesh में AI का complete ecosystem तैयार करना है—जिसमें compute infrastructure, data, research, startups, talent, governance और district-level applications सभी शामिल हों।

100+ AI use cases, 100 startups, 5 lakh AI-trained youth, 50,000 AI professionals और 75 districts तक AI ecosystem पहुंचाने का target इसे India के सबसे ambitious state-level AI programmes में से एक बनाता है।

अगर implementation ground level पर उतनी ही तेजी से होता है जितनी तेजी से roadmap तैयार किया गया है, तो आने वाले वर्षों में Lucknow सिर्फ UP की capital नहीं, बल्कि India के emerging AI ecosystem का एक महत्वपूर्ण centre बन सकता है।
